Purchasing Methods
The Materials Management Department's basic goal is to obtain quality materials and services while obtaining maximum competition whenever possible. The methods used to achieve this goal are telephone/fax bids, public advertising, sealed bids, competitive negotiations and two-phase procurements.
A sealed original and duplicate copy (LABELED AS SUCH) of all proposals for Invitation for Bid (IFBs) and Request for Proposals (RFPs) must be submitted to:

Invitations for Bids (IFB):
Bids will be publicly opened and read aloud in the MBTA's Material Management Office at 2:00 p.m. Eastern Standard Time/Eastern Daylight Savings Time on the dates listed in the Invitation for Bids / Request for Proposals page, unless noted differently in the bid package. All bids must be submitted as noted above. The right is reserved to reject any and all bids, in whole or in part.

Requests for Proposals (RFP):
There is no public opening in the Request for Proposal process. Offerors need to submit proposals by the date and time established in the Proposal documents. All bids must be submitted as noted above. The right is reserved to reject any and all bids/proposals, in whole or in part.

Invitation for Bids/Request for Proposals
To Receive Documents:
All potential bidders need to be aware of the new Bid Advertising Registration to receive bids online.
The Materials Management Department has launched and is in the process of introducing a new on-line Materials Procurement Advertisement System. The system will give all potential vendors the opportunity to be aware of bids via broadcast email and an electronic copy of the Invitation for Bid (IFB) and Request for Proposals (RFP) within their Category of Goods and Services, after registering (logging in).
The Materials Management Department plans to no longer mail out hard copies of the IFBs and RFPs via US Mail, and we highly recommend that you register on-line as soon as possible in order to obtain copies of advertised IFBs and RFPs on-line.
IFB and/or RFP documents may continue to be obtained at:

Documents may also be obtained by contacting the Buyer listed in the specific solicitation. All documents will be mailed via first class U.S. Postal Service. Alternate mailing arrangements, subject to the Bidder’s or Offeror’s expense, may be accommodated.
